Like the string for a garland and the foundation for a multi-storey building, Divinity penetrates and holds together everything and everyone; it is the foundation for the structure of the Universe. Only the flowers and buildings are visible to your eyes, not the string and the foundation. Unless you invest time and effort to reason it out, they escape your attention. That does not mean they are non-existent! Never be misled by the aadheya (the contained, the thing held) into denying the Aadhaar (the basis, the container). For the Seen, there is an Unseen Basis.
